Kya Allah ne khilaafath k masle ko shoora per chorh diya?

Taarifaat:
Allah ki Bartari: Allah duniya ke rehnuma aur leader mukarrar karta hai.
Shura/Mashwara: Ek groh ka ek jagah jama hona taake kisi ko leader aur rehnuma chuna ja sake.
Allah ki Bartari ka Matlab:
Qanoon saazi aur uske nafiz karne ka ikhtiyar sirf Allah ke paas hai. Allah hi woh hasti hai jo qanoon banata hai aur us qanoon ko nafiz karne wale ka taayun karta hai, chahe woh Nabi ho, wasi, Imam ya kisi Nabi ki tarah ek baadshah, jaise Hazrat Talut [a.s]. Quran Majeed mein farmaya gaya hai:
{Aur unke Nabi ne kaha, "Beshak Allah ne tumhare liye Talut ko baadshah banaya hai.”}
[2:247]
Yani, Allah ki zameen par uski bartari do cheezon mein nazar aati hai:
Tashree’i (Legislative): Allah ke qanoon ke zariye.
Tanfiz’i (Executive): Hukoomat aur hukmarani ke zariye.
Tashree’i pehlu Allah ke qanoon ke zariye hota hai, aur tanfiz’i pehlu uske hukmaran ke zariye hota hai. Yeh hukmaran masoom hona chahiye, taake woh ghalti (karne) se mehfooz ho, warna uski ghalti Allah par mansoob ki jaayegi, kyunke yeh Allah ki bartari hai.
Log pehli baat, yani tashree’i bartari (qanoon saazi), se mutafiq hain ke yeh Allah ka kaam hai aur insaan is mein mudakhlat nahi kar sakte. Lekin ikhtilaf tanfiz aur tanfiz karne wale mein hai. Agar Abu Bakr aur Umar ne tanfiz ki kursiyon par qabza na kiya hota, toh yeh ikhtilaf paida na hota. Quran khullam khulla is baat ko wazeh karta hai ke Allah hi apne zameen par khalifa ka taayun karta hai. Quran kehta hai{Main zameen mein ek khalifa banane wala hoon} [2:30]
Jo log kehte hain ke tanfiz karne waale ka intekhab insaan kar sakte hain aur masoomiyat zaroori nahi, un logon ne ek aur shart jodi ke hukmaran ki itaat sirf Allah ki itaat mein ki jayegi, aur uski nafarmaani Allah ki nafarmaani mein ki jayegi. Lekin sawaal yeh hai ke hum kaise jaanenge ke hukmaran ne qanoon ki khilafwarzi ki ya nahi? Har insaan kya khud faisla karega? Ya phir ulema ka rujoo hoga, jabke har aalim ka faisla doosre alim se mukhtalif hota hai?
Iska sabse behtareen misaal aaj kal ke fatwe hain, jaise:
Bado ko doodh pilane ka fatwa (jo ek Wahabi Sheikh ne diya).
Misyar nikah ka fatwa.
Gana bajana ka fatwa.
Agar Saudi Arabia mein bado ko doodh pilane ka fatwa Obeikan ne diya, aur doosra fatwa isse mana kare, toh log kaise faisla karein ke hukmaran Allah ki itaat kar raha hai ya nafarmaani?
Is liye, qanoon banane wala aur isse nafiz karne wala Allah ka chuna hua hi hona chahiye.
Mashwara (Shura) ka Qurani Irshaad:
Quran mein farmata hai:
"Aur jo log apne Rab ke hukum ke agaye sar jhukate hain, aur jo apne maamlaat mashwara karke hal karte hain, aur jo kuch hum ne unhein diya us mein se kharch karte hain." [42:38]
Yahan sawaal yeh hai ke Allah ki zameen mein khalifa ka taayun logon ka maamla hai ya Allah ka?
Beshak, yeh Allah ka maamla hai. Agar log Allah ke khalifa ko reject karte hain aur kisi aur ko chunte hain, toh unka yeh faisla ghalat, gair qanooni aur najaiz hoga. Jis tarah Allah ne apna pehla khalifa Hazrat Adam a.s ko banaaya aur farishtoun ko bhi yeh ikhtiyar nahi diya ke woh kisi aur ka intekhab karein.
Hazrat Dawood [a.s] Ki Khalafat:
Quran mein farmaya gaya:
{Ae Dawood! Hum ne tumhein zameen mein apna khalifa banaya hai, pas insaf ke saath logon ke darmiyan faisla karo aur apni khwahishat ki pairwi na karo.} [38:26]
Yani, Allah ki taraf se khalifa ka taayun sirf us hasti ka hota hai jo insaf aur haq se hukmarani kare.
Nateeja:
Qanoon saazi aur hukoomat sirf Allah ka haq hai. Allah ne jo log chune hain, jaise Nabi, Paighambar, aur aaj ke dor mein Imam Mahdi (a.s), wohi is bartari ke asal haqdar hain!
